Beijing: The Coldest ever!

I have tried visiting Beijing in almost any season. Summer, Autumn, Spring and Winter. I have even walked the Great Wall in January before. But the last two days are the absolute coldest that I have ever tried. With an extremely strong wind combined with a few minus degrees I think that I have never tried colder weather. But I have never been freezing like now. In most other places they know it is cold outside. In Beijing, even if you go to a restaurant, you will have to expect around 18 degrees maximum, and then you will have to accept the cold rush of air every time the door is opened. I am only warm in my hotel room. This is HORRIBLE!
Even in the cars and taxis, they open the windows when the temperature inside the cabin is above 10 degrees!
My guess is that I have been freezing 18 hours every day. The only exception is in my hotel room where I have set the temperature to 31 degrees, since this is the only way to keep out the strong cold winds coming through the 1-layer windows.

Two days ago the weather in Beijing was 'nicer', or in other words, there was no wind. When there is no wind, however, the smog over Beijing seem to get stuck and you are walking around in relatively nice temperature but where the pollution level is instead way to high.
